Project for the reconstruction of schools in the San Juan de Miraflores district
The aim of this project is provide legal, financial, public administrative and comprehensive advice to a public-private partnership for the design, construction and maintenance of and provision of general services to education centers in the municipality of San Juan de Miraflores, Lima. It involves the implementation of a private participation model under the public-private partnership scheme to cover the existing infrastructure gap.
The project includes the construction and maintenance of and provision of general services to five schools in the municipality of San Juan de Miraflores. In Peru, school infrastructure does not meet minimum quality standards. 64% of buildings are still to be fully constructed. The three basic services are not available in 79% of rural schools. Structural reinforcement is required in 15% of buildings, and 91.5% of rural primary schools do not have Internet access. The centers prioritized for this project meet the following criteria:
- E More than 1,000 students..
- E More than 50% of infrastructure in need of replacement.
- Not contained in the Multi-Year Program.
The centers chosen are:
- 6038 Ollantay
- 7069 Cesar Vallejo
- San Juan
In terms of technical and financial requirements, in order to guarantee service quality, the Ministry of Education will evaluate experience in:
- Construction of education facilities
- Operation of education institutes
- Financial solvency and provision of guarantees
Estimated State co-financing for the project amounts to 100%, with the business to provide services based on pre-defined quality standards without demand risk.
The principal mission of Peru’s Ministry of Education is to seek cooperation with private businesses to reduce the current funding gap of S/.60 billion.
